About Us

Parr Excellence was started in 2018 by Bill Norris, PE, and Rich Phaneuf, after having worked together for over 25 years as restoration professionals. Parr is a federally recognized, small business of professionals located north of the Columbia River in Bingen, Washington. For over two decades, our team has been successfully performing reach assessments, topographic and bathymetric data collection, hydraulic modeling, remote sensing, and design of habitat restoration projects that consistently meet stakeholder values.
